How to set up project auto-update in SVN?

Tell me how to do what is described in the article https://habrahabr.ru/post/127075/ in the latest version of TortoiseSVN 1.9.7?
I need to do this: if a developer sends his commit to the repository, TortoiseProc, which monitors the update, calls a script that loads the updated files from the repository to the server (I assume this is called autodeploy).
Wrote this batch file:

TortoiseProc /command:update /url:https://localhost/svn/QV/trunk/NEW-prj /path:"E:\QlikTech\SourceDocuments\NEW-prj"

But I can't figure out where to put it...
