Merging specific files in SVN Tortoise?

There are two branches that need to be merged together, while excluding specific files, otherwise the branch will not work. Is it somehow possible to specify this when merging, because as I understand it, you can merge either the entire branch, or a specific folder, or a specific file, but you can’t merge them by excluding any specific file?
