How to set up pptp client correctly?

There is a hap router. On eth1, the static ip of the provider. The Internet is working. To get an external white ip, you need to create a pptp connection and let all traffic through it. I create a connection (status: connected), add a masquerade rule. But the external address is still not static (I check with the ping.eu service). CHADNT?
