How to set up Phpstorm to work with a web server?

Can't load html page from local server... How to setup php storm for this?
When loading a page through the platform's chrome icon, I get a 404.
But when loading through run in which I configure the path the page is loaded .. I give screenshots for clarification:
run :
Browser icon:

I get 404 .

As far as I can see, the development environment is trying to load from localhost but does not find the page ..
When I change to this URL: I get 404 both after trying to load the page through Run and through the Browser Icon .. I don’t understand what’s the matter here .. What could be a problem?
