How to set up Openvpn for all windows server 2016 users?

Hello.

There is a basic server (node). Virtual machines (VPS-KVM) are cut on it . Win Serv2016 is installed on one of the virtual machines and users (in addition to the admin) are added to it. Under admin installed openvpn gui and connected config bla-bla.ovpn which works great. We leave the admin under vpn .

We go via RDP under one of the users and try to connect with another bla-bla-2.ovpn via openvpn gui. config vpn is added, but when connecting an error, they say the TAP adapter is busy (obviously by the admin).

Can you please tell me how to configure openvpn so that all created windows userscould use openvpn gui each with their own configs (configs are available).
