How to set up hardware / software so that you can access the local web server via wi-fi?

Hello. I'm not savvy in setting up networks, so I decided to ask.
There is a GPON terminal that distributes Internet, TV, telephone, wi-fi, has a 4-port hub. Wamp is up on the computer. How can I set up all this stuff to access the local web server from my phone via wi-fi?
On a Win7 computer.
What I have already done:
forwarded port 80.
added port 80 to exceptions in NOD32.

Look in the properties of the Internet connection of the computer IP address for example 192.168.3.1
Come from the phone to http:// 192.168.3.1:80 I
forgot. In the connection properties, open
Access>Allow other network users to connect to this computer
>port 80 (web server)
