Dhcp server and device static ip?

There is a dhcp server on the local network, and there are some devices that have static IP addresses that are not configured on the dhcp server. Reservation of these ip addresses and ip range, The question is, can the dhcp server set these static ip addresses to another device on the local network??

Yes maybe.
This is regulated either by creating exceptions in the DHCP scope so that certain addresses are not issued by DHCP, or by switching the ip address to dynamic and creating a DHCP reservation so that DHCP always issues a specific address by MAC address.

The DHCP server settings specify the range of IP addresses that it issues. In home routers, this is often 192.168.0.100-192.168.0.254
If you give devices static addresses outside this range (usually 192.168.0.2-192.168.0.99), then no.
This is the short answer.
PS: about routers that themselves sit on 192.168.0.100, or work in a different range in the know
