How to set up email templates for a group of users?

There are several employees who have mail on the corporate domain. Mail of the form [email protected] Each employee has their own mail. There is a need to do the following:
1) Compose html-templates of letters that all employees could use
2) Give employees the opportunity to choose from a general list of templates by manually substituting their values
​​3) Get information about opened / read letters for each employee, issue statistics to the employee for those letters that were not opened.
