What email marketing service do you recommend?

Hello, friends.
On my site I plan to send notifications to already registered users.
I checked several fairly well-known services, but unfortunately none of them suit me, because:
1. In these services, before sending an API request, each email must be added to the address book.
2. The same messages are sent to all addresses. At me depending on some conditions, different messages, different users are possible.
The mailings will not be advertising, but notifications. The system for unsubscribing from notifications is also implemented.
Please advise a normal service, with adequate documentation. Not necessarily free.
