How to set up dns records so that ip with a port opens on the domain?

The site opens at the ip address with the port (For example, 0.0.0.0:0000). How to make it so that this IP with the port opens on the domain?

No way. DNS does not allow this.
The SRV record is processed by the application, for example, a SIP server can request an srv record for a domain and find out where in this domain there is a sip server in order to connect there for a call. Jabber too.
The browser works either on port 80 or port 443, all other ports require an explicit indication in the URL.
