How to set up Cyrillic font when uploading files to the site?

When adding files with Cyrillic names to the site through the form, the names are distorted.
For example, a file with the name - Test name.pdf
Got the name when viewed via FTP ---------------------------------.pdf The Wordpress-file-upload
plugin is used for uploading . The peculiarity of the plugin is that the uploaded list is displayed with the same names as it is being uploaded. Therefore transliteration is not an option.

The problem turned out to be in the plugin through which the files were loaded. The developers have set filtering for all non-Latin characters.
The solution was to install a special shortcode that removes filtering and allows you to place files as they are.

check if you have wp database in unicode and collation first, if yes, see how the plugin handles the filename string. Also, the problem may be in the settings on the hosting (if Direct Admin, for example, is default, then there is not unicode, but iso latin for file names by default).
With a simple upload of a picture to the Media library with a Russian file name, is there the same problem?
