How to set up an OSX 10.5.8 share account?

Hello!
There is a Mac mini g4 PPC. It has OSX 10.5.8 installed.
You need to share the folder so that when you log in with a username and password, only it can be seen.
Created a public account. When I log in via afp everything works as it should.
But I can't login via ftp or smb.
As I understand it, you need a common account to appear in the list (see screenshot). This is what happens on El Capitan automatically when you create it.
What needs to be done to get it there?
