How to set up an office network correctly?

Good day.
Available equipment:
- SUPERMICRO server with two WAN/LAN ports and IPMI port.
- pathetic likeness of SCS (3 cabinets, 32 cables, patch panel)
- Wi-Fi router TP-LINK (3 LAN, 2 WAN) for connecting laptops.
VLAN networks provided by the provider without Internet access:
- video surveillance (gigabit connections at all remote locations of video recorders and server room)
- dispatching (10 Mbps connections at all remote points of equipment location and server room)
- telemetry (10 Mbps connections at all remote points location of equipment and server room)
The local provider also provides Internet access with a bandwidth of 100 Mbps and 16 IP addresses in the server room.
So far, I imagine solving this problem in several ways:
1. Use the server as a gateway and buy an unmanaged switch.
2. Purchase a managed switch with VLAN support.
The question is as follows - how to properly organize a company's LAN and what kind of switching equipment to use?

If you need access from several office computers to VLANs and they (in VLANs) have different subnets, you need a router with configured subnet routing.
If access to the Internet is not limited and not controlled, then the Internet will distribute the same router.
If the office does not have equipment that connects to VLANs, a managed switch does not seem to be needed, an unmanaged one is enough. But it is better to take a 48-port managed one for the future. (I bought a managed switch for the office a couple of years ago, it’s not clear why - I found it a month ago !!!)
