How to set up an FTP server?

Hello, I need to deploy an FTP server in an organization with external access to it.
There is a static IP address, an IDECO UTM firewall, the Internet itself still passes through the department that is responsible for network access to all organizations in the building, i.e. there is no way to go to 192.168.1.1.
I tried to deploy via FileZilla server according to the instructions and forward ports through NAT in the firewall, nothing happened, I suspect that I made mistakes in port forwarding because I did not do this before. How to identify the causes and how to do it right.
