How can I configure vsftpd to not give access to the system root?

There is a [weak] Debian 7 server running vsftpd.
Config /etc/vsftpd.conf :

If you go to ftp://IP-address with a browser , then it redirects to ftp://IP-address/files
But if you go to ftp using filezilla, for example, then there is access to the root of the system.
What needs to be changed to restrict all access to /home/ftpuser/files ?
