How to set up access to a folder with a site in Apache for a regular user in opensuse linux?

There is an opensuse OS, with Apache installed, in / srv / www / htdocs of which there are folders with projects. I wanted to create a project in a webstorm from a folder,

but it doesn't open from the browser:
Access forbidden! You don't have permission to access the requested directory. There is either no index document or the directory is read-protected. If you think this is a server error, please contact the webmaster. Error 403 127.0.0.1 Apache
has created a template site in Angular with routing again any forbidden-swearing in the inspector The d2a609be6dae4c4e92675057e1576e55.png
question is where and how to configure Apache so that you can work not as a root but as a regular user?
