How to set up a VPN server on Windows 7 (32bit) with a dynamic IP?

Given:
#1 PC, Windows 7 32bit, Internet connection via Rostelecom, channel speed 100 megabits, dynamically obtained IP #2 PC
, Windows 7 32bit, Internet connection via mobile operator Iota 3G, dynamically received
IP
#1 VPN server so that PC #2 can access the Internet using PC #1 (could use the entire speed channel and under the IP address of PC #1)
For what:
The cellular operator Yota 3G cuts the speed to 128 kilobits when trying to watch online video other than YouTube and when trying to download a torrent, I have a PC with 100 megabit fiber at work, and Iota at home. I want to create a tunnel between these two computers so that my home computer can send requests to the worker and receive packets from the Internet with videos and torrents. But there is a problem - the working PC does not have a static IP address. Maybe someone did something similar, tell me.
