How to set up a VPN in this way?
There is a computer with linux without an external ip
There is another computer with linux with an external ip Task: you need to install a random VPN client (nordvpn, expressvpn
, etc.) on a computer without an
external IP
and connect from a computer with an external IP to a computer with a VPN client and use it VPN
i.e. it turns out a computer without an external IP connects to a computer with an external one and distributes the Internet through its VPN
how to do it approximately?
maybe there is already something similar on the Internet? but I can't google.

The client is by definition that WHAT is connected. That is, it is the initiator of the connection.
No, what you want is not feasible. On the contrary, it is realistic. And if you need to go through the VPN client channel, then this is also feasible, but not like this, but exactly the opposite:
1) A VPN server is installed on a server with a white IP. As for the "random", though, I doubt it, I still have to decide ;-)
2) A VPN client is installed on a computer with a gray IP;
3) A connection is configured from the VPN client to the VPN server;
4) After that, with proper routing configuration, you can organize access from the VPN server to the Internet through the client's Internet channel. Read about policy based routing and multiple routing tables in Linux.
