How to set up a VPN after TOR?

To enter the site, I need to use the IP of a certain city, and TOR only allows you to select a country. Therefore, I would like to use a VPN after TOR at the exit.
So far, from the ideas there is an option to run TOR on the main OS, and already connect to the VPN in the virtual machine, but in this method I don’t understand how to force the virtual machine to use TOR.
Maybe there is another, easier way? Ideally, I just need the TOR browser to use the node with the IP of a certain city (or at least the region) at the output.
