How to set up a shaper for mikrotik capsman?

Good time of the day!
I can't set up the shaper on CAPsMAN. There are two networks (guest, home), they are separated by different ones vlan. In datapathboth configurations, it is indicated that you need to use local-forwarding.
I tried to use a speed cut by setting the value (for example) 1Min the field AP Tx Limiton the tab Access List- the effect is zero.
I also tried using queues - for some reason it also didn’t work:

/queue tree
add limit-at=12M max-limit=17M name="guest download" packet-mark=vlan47-down parent=global

/ip firewall mangle
add action=mark-connection chain=forward dst-address=192.168.47.0/24 new-connection-mark=vlan47-conn-down
add action=mark-packet chain=forward connection-mark=vlan47-conn-down new-packet-mark=vlan47-down

in the logs you can see that the traffic goes through the queue, but it is somehow too little, for example, you download a megabyte, and in the detail it is written that several tens of kilobytes passed through the queue.
What could be the reason?

The problem was in the checked boxIP - Settings - Allow Fast Path

The reason is that you most likely have local Forwarding enabled (in the CapsMan settings, Datapath tab).
Traffic is processed by access points, and does not reach your shaper.
