How to set up a server to relay videos on Twitch?

For some time we have been engaged in gaming online broadcasts, but an idea arose to implement round-the-clock streaming.
Right now we are broadcasting directly online (gaming PC -> Twitch), but we want to try to work according to this scheme:
There is a server that broadcasts the card on Twitch 24/7. These can be stubs, schedules, sponsor ads, but I would like to implement it in such a way that streamers can send their picture to this server, which in turn would send this picture to Twitch.
Why complicate things so much?
The bottom line is that to switch between streamers, you need to "put" the broadcast for a short period of time. And I would like 24/7 without pauses, so that during free air (when there are no streamers), the server broadcasts a certain playlist, for example, records of previous broadcasts.
