I'm not an expert, but I'll tell you what I encountered.
On a Samsung laptop, video (from the built-in camera) was transmitted with a delay, but on an HP - without.
Let's talk about transferring video from an external camera to a computer.
You write: "so that a video stream with a minimum delay is transmitted to the computer." Let's say the camera produces 30/60 fps. Rest assured, this speed will be provided. First delay: how fast is the camera framing? Here, the manufacturers do not say anything, so, most likely, the delay is minimal and does not depend on the protocol.
Second: your connector on the computer (usb, IEEE...) has nothing to do with it either.
The third thing remains: the delay in the decoder of your computer program (both software and hardware).
Bottom line: any camera with any interface will give without delay if your computer has good hardware & software (at the same time).
