How to set up a server for live video broadcasting?

Need clear instructions on how to use ffmpeg.
To raise a server on Ubuntu through which it will be possible to broadcast.
The Broadcaster will broadcast through the HTML page and send the stream to the server
. Viewers will also receive the stream through the HTML page.
