How to set up a server for cloud games (streaming)?

Hello, how can I set up a hosting / remote server so that I can play games on it?
Sorry, I don't know what tags to choose for this question.
There is such a thing called a playkey, it is in order to play games on a remote server.
This is a great way to get out of the situation if you have a poppy, or a PC that is weak in hardware.
Playkey is bullshit), where can I buy a server and customize it all for myself?

I strongly suspect that
1. to reduce ping, you need a provider nearby (and this is Russia with uncompetitive prices?)
2. you need not a simple server, but with a professional graphics accelerator (the service is more unique, there is almost no dumping)
3. if you carefully calculate, buying a new standalone gaming computer may be more cost effective.
Found at hostkey server GPU. The minimum in Moscow is 13 thousand, but plus another 1600 for win server 2016, which already has RemoteFX working normally.
A year is enough for a good gaming computer :)
