How to set up a redirect of ntuser.dat+ntuser.dat.log files?

Good afternoon.
We created a cluster of terminal servers at work, enabled and configured the folder redirect policy for users. Faced the following problem: the user works on terminal server No. 1, configures himself the location of shortcuts, outlook settings, etc. and it works. The next day, it gets to terminal server No. 2 and all settings are lost. ntuser.dat+ntuser.dat.log are not included in redirect.
I’ll clarify right away that roaming profiles are not suitable, because. very "weak" communication channels and it is impossible to "pull" a profile across terminal servers.
Question: how to redirect these 2 files?

ntuser.dat is a registry hive with user settings and program settings for that user. All the same, the rest of the nonsense from the profile will be needed. Make a redirect for AppData/Roaming as well.
