Why are the commands that root enters flying on the Ubuntu server?

Why are the commands that root brings in on the Ubuntu 16.04.3 LTS server?
Specifically, the command stops working after a while:
sudo chown -R bitnami /opt/bitnami/apps/wordpress/htdocs/wp-content

A puppet, chif, ansible, salt, cron, person or whatever comes along and undoes the changes

Because someone then changes these rights. It can be some kind of script, or maybe a person. The command itself cannot "fly".

Teams do not "fly". The command was executed - and that's it, it's not a demon to hang. This means that another command is being executed, which corrects the rights after this command has completed.
