How to set up a bridge without additional packages in debian?

In general, according to the topic, for example, there are 2 interfaces eth0 and eth1, everywhere they write that you need to install bridge-utils, but I don’t understand why, if the interfaces file is still edited by hand!?

won't it be enough?

Try not to install bridge-utils and find out.
Scripts that read /etc/network/interfaces are just a wrapper around some system packages. No package - the script will not be able to configure the interface
