How to set time zone on ftp server?

Costs freebsd 9.1 with configured ftpd. With this ftp server, synchronization is configured with the websynchronizer 1.5 program. As it is written in the description of the program, it somehow determines the time zone on the server and, in accordance with this, performs synchronization. So that's why it determines the time zone gmt0 (GMT) on the server. I can’t understand where she takes it, on the server and on the client machine is gmt + 5
