How to set the monitor resolution horizontally less than it is in the game?

Gentlemen, this is the case:
There is some game (APB Reloaded) in which reducing the horizontal resolution of the monitor gives a strong advantage, since everything becomes vertically "flattened". And, accordingly, the enemy models become visually wider and larger, which makes it easier to hit them .. The resolution of my monitor is 1366x768
, the game is set to 1024x768 (the smallest)
play on the same 16:9 monitors. How can I do that? You need to somehow stretch the image horizontally.

You wrote some nonsense here. Reducing the resolution does not change the size of objects on the screen, but makes them more "pixelated". Only the number of rendered frames per second increases, which does not matter once the frame rate is reached. And you already have the 4:3 aspect ratio selected. At the same time, it will not be easier to aim anyway, because the mouse also moves faster horizontally, and visibility is also worse.

Didn't play the game. but try to make a windowed mode and stretch the window manually.
