Artefacts or interference on the monitor, how can I fix it?

The problem appeared a few months after the purchase of the RX570 (4gb) video card. On the Internet, I did not find a solution specifically to my problem, I looked at a lot of artifacts on monitors, but they were all the same and with one feature.
In my problem on the monitor every 5-30 minutes, either a shift of the screen by a centimeter appears abruptly, then back or interference, all this happens instantly, but it greatly interferes. Sometimes they are private and twice in 2 minutes. Moreover, they do not always appear under the load of the video card. I was able to catch one of the variants of these "interferences".

In general, it is very similar to distortion from a bad analog connector, although if everything is really connected via hdmi, then this is not the case. Often this happens when using adapters or adapter cables.
Just as I suspect, the card is used. after mining. And in this case, things are not very good.
There are a lot of solutions:
1) If the card was not bought from hand, but at least in a sham, then they are required to give a minimum guarantee, at least for repairs. Take a picture of all the documents on the card, record the condition of the card and its operation on video. And with this package, you can safely send it back to the owners for a refund or at least a warranty repair.
2) You can try to test in another computer and / or on another monitor.
3) You can try to lower the frequencies of the chip and memory megahertz by a hundred. To do this, there is a gorgeous MSI afterburner.
4) Through the same program, you can try to undervolt (lower the voltage without lowering the frequencies) the card. I advise you to google. Dropping to 850-900 millivolts won't hurt.
5) Maybe the card gets too hot, and if its idle temperature is about 50 degrees, and under load it is more than 75, then you should think about cooling in the case. I advise you to combine with the previous paragraph.
6) If the warranty for the card has expired, but it was not possible to fix the problem without assault, then you can try to warm up the chip. Be sure to check the question on the Internet. This can be done at home, but correctly. The method is effective, but often temporary. There is a chance that in a month or two the problem will reappear.
7) If there is no hope left, take the old woman to the service center. At least for diagnosis. It won't cost a lot of money.
