That's right, since 326 is getting bad dramatically.
I don’t know if you forgot or just don’t know or know but can’t apply knowledge in life, but there are certain but:
1) Switch works for us in L2
2) Speed ​​testing takes place in L3
3) If you look at the site mikrotik for crs326, you will see that the bus on the CPU is 1 gb.
From this follows a very simple conclusion that you can only have crs326 as a transit for traffic.

Therefore, feel free to connect 1009 with 326 and you will definitely have 10gb there. Well, or at least 8.5 :)

and some others in that thread note that this solution helped them:

1. to achieve successful fiber link between CCR1036-8G-2S+ and CCR1036-12G-4S or any other SFP device you need to:
*) disable auto-negation and set interface speed to 1Gbps to routers on both sides.
*) re-plug module or disable/enable interface after these changes.
when this is done link should be active.
2. regarding lack of information "Tx Power" field I suspect that dmi information fetching from module failed. Reboot or power cycle should fix this state.
