How to set locale for pyqt4 application?

Good afternoon. In our organization, on a server with centos, an application written in pyqt4 is running. All default buttons in it are in English. Apply, Cancel, Close and so on. The same application, but running on Xubuntu14, displays the buttons normally, in Russian. Server locale:

What else can you see to run normally, without English words?
UPD1. Although it may not even be a locale, but some kind of setting in the system. I don't know where qt gets its data from.
