How to send an attached file to (bitrix) in a form?

If you do not want to write routine things, then there are Web forms for such things in 1C-Bitrix. Once you do a "stretch" of the design on the form, and then produce as many questions as you want.
In general, the web form service has its pros and cons:

+ Forms have their own logic and you don’t have to think about validation, most of the work is done for you
