How to select licenses for Windows Server 2012 r2?

We bought a server, invited a specialist who installed Windows Server 2012 r2 and... happily forgot about it for a year.
Now we decided to return to the issue and continue. That specialist has already disappeared without a trace, but left a paper that says that you need to purchase the following licenses:
1. Microsoft Windows Server Standard Edition 2012 R2
2. Remote Desktop Services Client Access License
3. Microsoft Windows Server CAL 2012
Well, questions:
1. Regarding the first license, as far as I understand, we will need a corporate one, since OEM is not purchased, and a boxed one is more expensive. How to buy a corporate? Where to register?
2. As for terminal licenses: we have more computers than people, so we will buy licenses for users. What is the binding mechanism? By license for each username entered in the system or by the number of simultaneous connections?
3. Does the same apply to Microsoft Windows Server CALs as to terminal licenses?

Now you will need to purchase licenses for Server 2016, since you will most likely not find anything on sale for 2012.
