How to save image for web at 100% size?

Good day, I installed a new Photoshop and stumbled upon such a problem, when saving an image for the web, the maximum available size is 69.32%, the minimum is 0.01%.
How to cure?

The problem is the height of the image page, it is 11000 in relation to the width of 1920, how to solve the problems?

Just click on "Save..." when the "Save for Web" window appears. If you try to change the size in the "Image Size" field, Photoshop will reduce the size automatically. If this field is not touched, then the picture will be saved in its original size.
