How to save an element as PNG-8 while still keeping the Shadow?
The guys ran into a problem, there is an element, it has a shadow in the style settings, i.e. I did the shadow in Photoshop itself and when I try to save it, I can’t save it either, it either has a white background, or it doesn’t exist at all if I turn off the background .

Photoshop can't do this.
What you need is a combination of an 8-bit (palette) saving mode for the image itself and an 8-bit transparent (alpha) channel saving mode. And Photoshop implies that if an eight-bit color is used, then only one-bit transparency (one key color) is preserved. The solution using Adobe products is to draw the image with transparency in Photoshop and then optimize it in Fireworks.
