How to save a photo for the web without losing quality?

Hello. I have a task: I save files in jpg or png (if you need a transparent background) for the site. But on the site all the photo files are obtained in terrible quality. Look here: https://titoffstroy.ru/aktsii . I've already started saving 2x the size of what is required in the page structure, but that doesn't make a difference. Maybe someone solved a similar problem, respond?

To get started, find out the requirements for the pictures from the program. I usually cut off the extension (up to 1600x1200) and when saving I choose a quality of at least 65%, as a result I have files of 100-300 kB. As a result, acceptable quality and size. Less than 65% start to climb artifacts
