How to run upstart after installation on ubuntu?

Installed upstart on ubuntu via "sudo apt install upstart". When trying to start the service via "start service", an error is displayed:

Name "com.ubuntu.upstart" does not exist

On "status service" displays the same error. Restarted the server - did not help. What could I be missing?
When I try to run any config, I get:
start: Unable to connect to Upstart: Failed to connect to socket /com/ubuntu/upstart: Connection refused

upstart was thrown out in ubuntu 14 in favor of systemd

It is better to clarify why you need it. And the answer is most likely - you do not need it.
In Ubuntu 15.04 systemd appeared as an option, in current versions of Ubuntu it is the only init system available out of the box. All packages in the Ubuntu repositories work with it, and you don't need to install Upstart.
