How to run the free ati driver?

It costs debian 8 with cinnamon. At startup, it says that cinnamon is running in software rendering mode, while the interface slows down, and it seems to be stretched, while the screen resolution is correct. Installing a proprietary driver is not an option, because the hd4000 series card and the driver do not support it. Previously, there was a mint and everything was ok right away.
