How to run Raspberry Pi 4 without a monitor?

Got a Raspberry Pi 4, installed Raspbian, installed TeamViewer.
After disconnecting hdmi from the monitor and restarting Malinka, it never turned on. As far as I understand, when the monitor is turned off, it does not start. And I need it to start and I connected to it through TeamViewer.
Question:
How can I force Malinka to start without a real monitor or virtual stub monitor?

Must be set in config.txt
hdmi_force_hotplug=1
In raspberry 3 B+ works. It is loaded and available via SSH, although it was not available before.
