How to run qemu-img on windows?

qemu-img Downloaded from here https://cloudbase.it/qemu-img-windows/
It does not want to run on more than one Windows system.

start - run - cmd, from there already run qemu-img itself.

Win 2008R2 x64 - everything works. You can also try it from here , but there is no support for VHD / VHDX.
