How to run PHPDoc web interface (Composer)?

PHPDocumentor is installed by Composer with all dependencies in E:\Program Files\PHP 7\composer\vendor . It works via the command line (E:\Program Files\PHP 7\composer\vendor\bin\phpdoc.bat), but I don't understand how to open the web interface. The manual only says how to do this when using PEAR.
The computer is running Windows 7 and Apache.
