How to run opera with vpn enabled?

I can run Opera in private:
opera.exe -private
But I need Opera to start right away with the built-in VPN enabled.

Run once in normal mode (not private), enable vpn. The setting will be remembered, the next launches will be with vpn enabled.

Try to set the settings as in the screenshot below
If it does not help, then reinstall
And re-set these settings
