1. Swap will not help you work normally if there is not enough memory. Only adding memory will help.
2. The described recipe seems to work in principle, and nothing should have broken, at least if the described actions were performed correctly.
Attach to the question a screenshot of what happens when loading, for example, you can take a picture of the screen. Otherwise, there will be fortune-telling on the coffee grounds. The last lines are ok. Probably the error is higher.

4 gigabytes of RAM should be enough for everyday tasks
. Swapping is usually done in the size of 1-2 RAM, in your case it is 4-8 hectares of memory.
If we are talking about desktop ubunt (not a server) - optimize the graphical environment - remove any animation transparency, etc.
It should help.

To begin with, return everything as it was, especially the swappiness and vfs_cache_pressure parameters. I don't recommend changing them.
If memory is low, Ubuntu is not the best choice. It makes more sense to look towards Debian.
According to the log, snapd cannot start. If the system does not use snap packages, then it can be cut out.
