How to run CRON site link on Windows Server?

Good afternoon, please tell me, you need to open a certain link on Windows Server on a schedule, namely, there is a certain list of sites on Drupal where CRON is disabled, but it is launched by the link.
I need to let it run every hour, i.e. it turns out that all this is done tritely through the Task Scheduler, but how to open a link there, or rather, it’s probably easier to even somehow ping it than to open it, tk. if I just run Internet Explorer in it with a link to open, then the Task Scheduler will open them every hour, but they will not close => a bunch is formed
How to do it wisely?
