Metatags is installed but does not plow.
Where does the Title for the default "DRUPAL 7" homepage come from?

Either from here: www.sitename.ru/admin/config/system/site-information (Configuration » system » site information)
Or from the title of the page that is assigned as the main one (see ibid).
In addition, the main title can be overridden in the Metatag module settings.
