How to run Cockpit on OpenServer?
In short:
Cockpit is a headless CMS built for Apache, php, MongoDB and SQLite.
If you run it through Docker, then everything is fine, but if you download and run it on Open Server, then in the Apache logs you get
F:/OpenServer/domains/api.test.ru/.htaccess: Invalid command '<IfVersion', perhaps misspelled or defined by a module not included in the server configuration
# Deny access to database + config files

You are missing the mod_version module for Apache. In Openserver, this can be quickly done in the Advanced menu -> Configuration -> your configured Apache configuration. The configuration will open in notepad, and there uncomment the line
#LoadModule version_module modules/mod_version.so
