How to run an application in full screen on one monitor and the desktop on another?

Moreover, it would be easy to switch between these two desktops. Now I can only expand these 2 screens so that one can run some application in full screen, and the second will have a desktop. But the second desktop can not be used. If I expand an application (let's say some game in full screen), then the mouse simply does not extend beyond this application. Which is basically logical. But I would like to switch to the desktop somehow. If I now press Alt + Tab - then the application is minimized to full screen on one of the monitors. I want the application to be launched on one monitor in full screen, but so that you can switch to another monitor with the desktop at any time, but so that the application remains open on the first monitor in full screen.

Try relocator or DXWnd .
I tried to run the old Cossacks game, so the relocator did not work, and DXWnd allowed the game to be launched in windowed mode, but the mouse cursor was not displayed inside the window, i.e. it's impossible to play.
Maybe you can do it with GTA...
