How to run a program that depends on connecting to a server without it?

There is a Rostekhnadzor knowledge test program, but it does not start on my computer. Help solve this problem. I will not be in debt.
When I try to start it says "Server is unavailable"

No way. The program takes data for sure from the server. So without it, it's completely useless.
