In general, the software does not perform (or performs?) any actions with / system32 and / Windows, so what for it has administrator rights - it's not clear.
In the UAC settings, you can lower the security level, but in the end this creates a security problem for the entire OS, and I don’t need these of yours ...

hold either shift or control and RMB on the shortcut - Run as a different user. This method is for a one-time run.
Or go to the properties of the shortcut and in the tab Compatibility uncheck
If the software requires such rights, then without them it will not work. If this is access control software, then it probably either needs to read information about processes or intercept network packets or something like that, which definitely requires administrator privileges. Alternatively, such an application can be run as a service as an administrator, and the user will work under his own rights
